SUBJECT: Disposition of computer hard drives and the data contained within.

REFERENCE: A Defined Program concerning computer and electronic solid waste management and data destruction for the state of California it's Counties, and other agencies.


All "Responsible Parties" are to take immediate steps to implement the guidance in this memorandum, including identifying personnel with suitable expertise to carry out these procedures. All contracts for computer support initiated after February 1, 2002 must comply with the guidance.

The following attachments have been prepared to clearly communicate the acceptable methods of preparing hard drives for disposal:
 

Attachment 1

Sanitization and Disposition of Computer Hard Drives, specifies methods and procedures for sanitization and provides guidance on disposition of hard drives, depending on ownership.

Attachment 2

Specifications for Sanitization of Hard Drives, provides specifications for overwriting, degaussing or destruction. 

Attachment 3

Definitions, provides definitions of the terms used in the attachments.

Attachment 4

Sanitization/Destruction Verification Records, provides definitions and examples of verification and destruction records. 

Attachment 5

Software Available for Overwriting, lists approved software products available for overwriting disk drives. 

The information provided in the attachments applies to all Client owned computer drives. Information regarding the disposal of leased computers will be provided on the Spectrum-OSS web site as soon as it is available. Computer hard drives which are removed for the purpose of upgrade or repair, whether leased or owned, are also subject to these guidelines.

The disk erasure programs referenced in Attachment 5 are compatible with Intel-based 486-and-higher processors. For older machines or non-Intel based machines please contact us directly at (818)951-0933 for recommended disk erasure products or procedures.

Additional guidance regarding this subject will be issued as necessary. Questions concerning this memorandum or the attachments may be directed to any officer of OSS-Spectrum.
